CITY OF EVERETT WATER FILTRATION PLANT Our Operators play a critical role in delivering roughly 100 million gallons of drinking water daily to over 640,000 customers, about seventy-five percent of Snohomish County. The Water Filtration Plant (WFP) is nestled in the valley just north of Sultan, WA on the Chaplain Reservoir, offering majestic views of the Cascade Mountains. The WFP plans to spend over $18 million dollars in capital improvements over the next five years and as a senior operator you will play a critical role in these capital investments. ABOUT THE JOB Under the direction of the Operations Superintendent, manage the drinking water treatment facility enabling efficient operations in a 24/7/365 environment. Responsibilities include supervising water treatment plant operations and maintenance functions, including oversight of drinking water production facilities to ensurepliance with all federal, state, county and city laws, regulations, codes and policies. Responsible for applying knowledge of water treatment and supply, using sound management skills to plan, organize, and direct water treatment plant activities. This includes developing short-term and long-range operations and maintenance plans and budgets, directing personnel, and ensuring division funds, personnel, facilities, equipment and time are used efficiently and economically to aplish short and long term goals. Work is reviewed through conferences, reports and effectiveness of plant and facilities operations. Supervision is exercised over a staff of professional, technical, administrative and bargaining unit employees. Job Responsibilities
  • Coordinate and manage plant improvement and/or maintenance division-level operations including such activities as supervision of field staff and crews who are engaged in plant and facility maintenance, asset and maintenance management systems, laboratory management, and operations.
  • Organize, direct, control, monitor and perform treatment plant and pump station routine and emergency work. Analyze and solveplex operations and maintenance problems.
  • Ensure staffplies with all applicable safety regulations and with all City and departmental policies and procedures.
  • Effectively organize multiple assignments, sometimes of aplex nature or involvingpeting priorities and analyze situations to develop a course of action to produce work products that are accurate, thorough, and on time.
  • Develop and implement emergency response plans andmunications procedures to ensure proper coordination of plant operations/repair activities in the event of natural disasters or unscheduled disruption of utility services.
  • Coordinate watershed and water supply functions, such as operations with the Snohomish County PUD, and collaborate with other agencies and other City staff and departments. Communicate, plan and coordinate water production activities and resources with other work groups.
  • Communicate management decisions, policies and programs to plant personnel. Communicate the goals and philosophies of the Public Works Department to customers, oute agencies and other city departments.
  • Prepare and/or review and submit reports of various data for presentation to both internal and external customers. Review, approve, and/or submit monthly reports on plant operations regarding water quality and health to the appropriate agencies.
  • Prepare, implement and track annual water filtration and source budgets. Assist in the development of division operating and maintenance budgets and grant applications as required.
  • In coordination with the Operations Superintendent, address a variety of personnel needs and issues, including hiring, training, scheduling, work flow methods and procedures, documentation of leave use, monitoring overtime, proing on-going performance feedback to employees andpleting annual written performance evaluations for subordinate personnel.
  • Work closely with staff to set goals, standards, and expectations, and proe leadership to ensure the work and goals of the division are performed in conformance with established standards, specifications, and practices for shared resources, asset management, training, and maintenance activities and programs. Prioritize work crews, materials and equipment to aplish work assignments efficiently.
  • Supervise and assist staff with questions,plaints and requests and determine staff needs; coach staff in team concepts for sustained and improved performance. Train, assign and evaluate the technical work of personnel; discipline personnel as appropriate according to established City policies and procedures.
  • Proe leadership techniques that create a cooperative and productive environment in which to resolve problems or develop and implement plans.
  • Estimate timelines, employee hours and amount and types of materials or equipment needed for effective plant operation. Analyze and evaluate actual expenditures in accordance with established budgets.
  • Direct subordinate staff to insurepliance with all applicable safety regulations. Determine which regulations apply to affected work groups. Inspect plant operations to ensurepliance with applicable laws, codes and standards.
  • Manage a variety of manual andputerized records i.e., chemical supplies, parts and equipment inventories, telemetry readings, water quality activities, preventative maintenance schedules, including those related to all plant operations and maintenance and regulatory reporting needs.
  • Develop and implement policies and procedures for proper operations of the plant and facilities. Performs project management responsibilities for plant lead initiatives or projects, including managing contracts, vendors, and consultants.
  • Follow established purchasing rules andpletes required paperwork to acquire goods and services in the most economical method possible; and prepares and reviews specifications for new equipment and materials.
  • Develop, monitor and manage cost of plant operations and maintenance; and perform cost analyses as needed. Research and analyze transactions to resolve budget problems, ensure financial controls and requirements are met and furnish internal reports regarding financial information.
  • Assist the Superintendent on planning efforts that includes annual budgeting, capital programs, staffing plans, facility plans, and maintenance and repair needs andpletion.
  • Participate on capital project teams, which includes projectentification, defining project scopes, proing needed data to engineers, reviewing plans and specifications, coordinating and gathering inputs from plant operations and maintenance staff, and working directly with consultants and engineers.
  • Read and interpret mechanical, electrical and engineering specifications, schematics and diagrams to troubleshoot and resolve systems and equipment malfunctions and needed repairs.
  • Inspect facilities for maintenance and repair needs and fire, safety and health hazards. Respond to emergency and off-hour situations as required.
  • Perform related work and special projects as assigned.

  • Bachelor’s Degree in Engineering, Chemistry, Biology, Water/Wastewater, Mathematics, Physics or a related field, advanced degree preferred, and
  • 8 years related experience with 4 years management/supervisory experience in water treatment/filtration operations to include experience with process control equipment.
  • Possession of or ability to obtain a va Washington State Driver’s License.
  • Possession of or ability to obtain Washington State Water Distribution Manager Grade IV certification.
  • Possession of or ability to obtain Washington State Water Treatment Plant Operator Grade IV certification.
