POSTING TYPE: Open competitive DEPARTMENT: Library HOURS: Full-time PREFERRED HIRING RANGE: $73,375 – 82,547/year (109 Grade Level) FULL SALARY RANGE: $73,375 – 114,649/year LOCATION: Wentworth Library, West St Paul UNION: None CLOSE DATE: 4:30 p.m. on Wednesday, April 5, 2023 Library Branch Manager II’s direct and coordinate activities of a medium-sized library in the County including staff supervision and the delivery of library services in a manner which will effectively meet community needs and ensure efficient library operations. They set priorities for staffing, services, scheduling and community engagement. The position reports to the Library’s Assistant Director and supervises employees including Librarians and a Circulation Supervisor. As a member of the Library’s branch manager and all supervisor teams, they collaborate with colleagues and participate in proposing, planning and implementing system-wide services and policies. Minimum Qualifications
- Masters’ Degree in Library Science, AND
- Five years of Librarian work experience, AND
- Two years of supervisory experience.
PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS:
- Experience working in a community with diverse populations.
- Skills in more than one language are desirable.
Duties & Responsibilities
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position’s management approved work schedule is required for all positions. 1. Manages operations at a medium-sized library in accordance with the Library’s mission statement and policies.
- Keeps Library Administration fully informed about branch issues, operations, and plans; communicates effectively with all library staff and with County staff as appropriate regarding facilities, personnel, etc.
- Monitors condition of building, furnishings, grounds and equipment, and promptly arranges for repairs and maintenance as needed; works with Assistant Director to make requests for necessary budget support for these areas.
- Supervises building use and security to ensure safety of facility and accommodate public needs, and quickly responds to emergency situations involving staff, customers, and building.
- Cooperates and collaborates with other county libraries to provide sufficient staffing and effective services.
- Plans and directs collection management activities in assigned library, assisting with these activities at other county libraries as needed.
2. Provides leadership and direction to a medium-sized library staff, including a circulation supervisor, professionals, paraprofessionals and temporary staff.
- Participates in selecting qualified staff.
- Determines work schedules for librarian staff; ensures adequate staffing for public service desks and off-desk activities. Schedules on-call librarians when appropriate.
- Determines and ensures that equitable workloads are maintained, quantity and quality expectations are appropriate.
- Assigns work and provides appropriate direction, information and guidance to staff including how to organize work, set priorities and deal with difficult clients.
- Monitors, documents and resolves performance and personnel issues in accordance with county policies and regulations. Takes appropriate action.
- Monitors, analyzes and evaluates overall performance on an interim basis and annually in accordance with county standards and timelines.
- Sets job specific goals and obtainable objectives for employee growth. Assists employees in establishing individual development plans.
3. Manages community relations and customer services in a manner that will attract customers and present a positive library image in the community.
- Initiates, encourages and supports branch outreach activities to target populations, groups and organizations.
- Markets library services, collections and programs to the community.
- Promotes the Library to community organizations and groups, and collaborates on projects and programs with them.
- Works with other county departments and local organizations to provide services and programs which meet community needs and interests.
4. Participates in strategic and operational decisions and implementation in order to achieve library goals
- Actively participates in Library Managers/Supervisors Team to formulate and evaluate programs, policies and procedures.
- Supports staff participation in system teams and initiatives.
- Participates in planning and developing system wide services and policies.
- Plans and proposes new projects or initiatives that would enhance branch operations and services
- Helps communicate library system priorities to branch staff and provides understanding of how to implement these at a local level.

Work Environment
The work is primarily sedentary, although there is some walking, travel, and carrying of lightweight items such as briefcases, notebooks, and work papers. The work is typically performed in an adequately lighted and climate controlled office. Requires occasional travel.
Location & Schedule
This is an in-person, on-site position that works at our Wentworth Library in West St Paul, MN. This position does require availability to work some evenings and weekends as needed.
