JOB SUMMARY

The Administrative Assistant for the Cascade County Public Works Department (PW) provides a variety of administrative and clerical tasks in support of program goals and functions such as answering telephone calls and taking messages, greeting the public in the office, preparing correspondence, researching and preparing reports, scheduling and coordinating meetings and trainings, taking meeting minutes, running errands, performing internal and external customer service, maintaining filing systems and databases, monitoring, assisting with special projects and responding to information requests and ordering supplies, gathering and providing information, directing and responding to questions and inquiries from the public and other agencies. This position provides support activities for all Divisions within PW and performs other duties or activities as required or assigned in order to ensure the efficient operation of PW.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Performs routine clerical and administrative work answering telephones, referring messages, receiving the public, providing internal and external customer service and public relations, entering data and word processing and maintaining databases in accordance with standard operational procedures in support of department functions and objectives; Assist PW Director with long-term and special administrative projects that require statistical research, budget analysis, accounting, organizational statistics, legislative analysis and other similar or related research; Receives requests from the public for department-related information and provides such information or directs requests to other appropriate divisions, departments or other County personnel and the public within established guidelines; Finalizes letters, narratives, memos, reports, and forms to produce accurate documents; Responds to requests or questions regarding routine operations to disseminate information and provide assistance to clients and the public; Answers a variety of routine and semi-technical questions, functions, procedures related to the organization, functions, procedures, regulations and programs of PW Director and handles requests for information in accordance with the procedures and parameters established by the PW Director while adhering to and maintaining strict confidentiality of sensitive material; Establishes and maintains computerized and manual filing systems by determining file-naming and organizational methods for data files; and following standard filing procedures for correspondence, forms, and other documents to ensure accurate storage and retrieval capabilities; Reviews documents, forms, data, and files to ensure accuracy and completeness; Interprets and applies departmental or office rules, policies and regulations in accordance with prescribed procedures and guidelines; Copies, packages and distributes a variety of written materials as requested by designated office personnel; Attends meetings, workshops, seminars, conferences and training/educational sessions to keep updated on changes is assigned areas of departmental responsibility as requested and authorized; Coordinates all Weed & Mosquito Board meetings; Reserves conference rooms and arranges refreshments for meetings; Mails and/or emails meeting information and agendas, types reports, takes meeting minutes, etc.; Opens and distributes all incoming mail daily; Orders supplies as necessary; May assist with weekly cash register tally for deposit to the Treasurer's Office; May assist with payroll for the divisions including shift differentials and lead worker pay; Maintains inventory forms for all divisions within PW; Arranges for minor facility services/supplies not covered by custodial/maintenance staff; Maintains supply of personnel forms and provides these to supervisors/staff as necessary; Picks up mail and delivers mail/correspondence via county distribution system in the Courthouse Annex daily and ExpoPark as needed; This position will provide backup for the Accounting Assistant, Purchasing Agent or other Administrative Assistants during their absence or during busy times; Assist the PW Purchasing Agent in all matters related to the Public Work's centralized purchasing as instructed and directed by the Purchasing Agent; Performs other duties as assigned or required.

Knowledge and understanding of: Computers, electronic data processing, modern office practices and procedures; Secretarial procedures and practices; Microsoft Office Software, Word, Excel, Outlook, PowerPoint, Publisher, internet and other computer applications related to departmental functions and activities; Central telephone console or multi-line system; PW rules, procedures, functions and terminology; Cascade County Operations Manual Policies; Safety rules, procedures and practices.

Skills in: Typing, filing, data entry, computer and organizational skills, use of office machines and word processing; Effective and professional written and verbal communication; Time management, accuracy, attention to detail and organization; Organization, accuracy and detail; Decision making and effective problem solving; Use of cash register including counting money, balancing and making change; Establishing and maintaining positive working relationships with other county departments, employees, private agencies and the general public.

Ability to: Proficiently operate a computer, use and understand common database, spreadsheet and word processing applications and learn specialized computer applications to complete required job duties; Perform a wide variety of public relations and customer services tasks with accuracy and speed under the pressure of time-sensitive deadlines; Establish and maintain effective working relationships with other employees and the general public; Work in a collaborative and team-oriented manner with management, other County employees and offices/departments; Communicate, orally and in writing, and interact with the public, employees and others in a professional, respectful and courteous manner; Understand program objectives in relation to departmental goals and objectives; Understand laws, regulations, rules and policies governing program operations; Use and understand basic County and departmental accounting, purchasing, invoicing, inventory and financial reporting procedures; Respond promptly to requests and inquiries from the public, employees and others within established standards, guidelines, policies and procedures; Maintain a complex filing and database system; Compose correspondence from general instructions; Prepare, coordinate, collect, compile, analyze and utilize a variety of reports, records and data; Manage and complete multiple tasks under fixed time lines; Review and comprehend written materials; Follow verbal and written instructions and pay attention to detail and accuracy; Organize and prioritize work assignments and environment to maximize efficiency; Learn and utilize new skills and knowledge brought about by rapidly changing information and/or technology; Adhere to and maintain strict standards of confidentiality; Practice good public relations in support of the PW and its functions; Observe established lines of authority; Adapt to changes in the work environment and deal with frequent change, delays and/or unexpected events; Exercise sound judgment and decision-making skills within established standards, guidelines, policies and procedures; Work in a professional, business-oriented environment according to all professional standards of ethics and decorum; Identify problems that adversely affect the organization and its functions and offer positive suggestions for improvements; Accept responsibility and be self-motivated; Demonstrate punctuality and observe established work hours; Occasionally work outside normal hours as assigned; Perform other duties as required or assigned.

The successful applicant shall serve a 6-month probationary period and will have a criminal background check conducted. The results thereof may disqualify the applicant from consideration for employment with the County.

This position is covered by and subject to the Collective Bargaining Agreement by and between Teamsters Local Union #2 and the Cascade County Office and Clerical Employees.
