Job Description

Turner & Townsend is seeking an experienced, and proactive Senior Cost Manager / Quantity Surveyor to join our growing data center construction management team. This role will play a pivotal role in the cost planning, commercial management, and financial oversight of large-scale data center development and expansion projects for a key client in in Northern Virginia

You will be responsible for managing the full lifecycle of cost and commercial services, from early-stage feasibility and budgeting through procurement, construction, and final account closeout. This is a client-facing role that requires strong technical expertise, commercial acumen, and the ability to build trusted relationships with stakeholders at all levels.

Responsibilities: 

  • Develop and maintain detailed cost plans and budgets from concept through design development.
  • Conduct feasibility studies, benchmarking, and cost modeling to support early-stage decision-making.
  • Provide input into value engineering and design-to-budget strategies.
  • Support procurement strategy development and tender documentation preparation.
  • Lead the tendering process, including bid analysis, contractor negotiations, and contract award recommendations.
  • Ensure alignment between commercial terms and project delivery objectives.
  • Monitor project costs and cash flow against budgets and forecasts.
  • Review and validate contractor payment applications, change orders, and claims.
  • Maintain accurate cost reporting and dashboards for internal and client stakeholders.
  • Identify and manage commercial risks and opportunities throughout the project lifecycle.
  • Serve as the primary commercial point of contact for the client's project team.
  • Facilitate regular cost review meetings and provide strategic commercial advice.
  • Collaborate with project managers, schedulers, engineers, and design consultants to ensure cost-effective delivery.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable. 

Qualifications

  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • Minimum of 6-10 years of relevant cost management experience, with at least 3 years in mission-critical or data center environments.
  • Strong understanding of construction cost drivers, procurement strategies, and contract administration.
  • Proficiency with industry cost management tools and software.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and confidently.
  • Must be able to travel to project sites as required.
