Main purpose of job:
The British Government's Consulate in Miami has an exciting opportunity for a driven person to join the Counter International Illicit Finance (IF) Team as a Policy and Programme Advisor. In this role you would be working in a diverse international environment side-by-side with UK diplomats and other country based staff operating across the British Government's network of Consulates and Government Offices in the US and Caribbean. This network provides a platform for approximately 30 Government departments and agencies to conduct their work in the United States and is made up of over 900 staff with a rich and diverse background, skill sets, and experiences.
This is a chance to directly contribute to the way in which Governments collaborate and negotiate on countering International Illicit Finance.
You will be responsible for driving forward important policy workstrands and programmes aimed at raising financial sector resilience to IF in nearby British Overseas Territories (OTs): BVI, Cayman and Bermuda. You will work with UK Government colleagues in Miami and London, as well as directly with OT government stakeholders, and external implementers where necessary. You will work to the deployed Counter International Illicit Finance Policy Lead. Your work will directly contribute to what is a key UK ministerial and parliamentary priority, and forms a crucial pillar of the UK Foreign Secretary's Global IF Campaign.
The ideal candidate will be an effective communicator able to influence multiple challenging stakeholders often with competing interests and views. They will be a self-starter, able to work independently and prioritise multiple workstrands and projects to tight deadlines.
Possibility of some regional/overseas travel.
Policy Delivery (around 40% of your time)
- Own and drive forwards high-priority workstrands to mitigate IF with an OT nexus including in the areas of international financial services beneficial ownership transparency, policy, legislation, regulation, supervision, investigation and prosecution.
- Use best judgement in proactively applying innovative solutions to solve complex problems involving competing views and interests.
- Cultivate partnerships with implementers and senior OT and UK governments supervisors and law enforcement to achieve ambitious shared goals.
- Independently influence (at times) challenging stakeholders to encourage OTs to play a positive, visible, international role in combatting IF.
- Shape policy that is a top priority for UK press, Parliament and Ministers, through informed and expertly drafted briefings and submissions.
- Lead the delivery and evaluation of events such as international governmental workshops.
Project/Program Delivery (40%)
- Develop and deliver creative solutions and lead their realization through program funding.
- Independently lead the bid, design and implementation of projects/programs that increase resilience to IF.
- Manage programme resources, up to millions of pounds in value, for optimal impact, solving complex problems in the process.
- Lead on oversight and accountability documentation for projects/programs.
Engagement and Research (20%)
- Cultivate a range of contacts across academia, civil society, industry and governments with an OT IF interest.
- Undertake media monitoring and other research to inform the evidence base.
Resources managed (staff and expenditure):
Responsibility for administering programme funding, which you will be involved in bidding for.
